The Current State of Mental Health Case Management and Development of a Case Management Practice Model for Community Mental Health Centers in Korea

Abstract
This study is designed to analyze the current practice of case management at community mental health centers in Korea and to develop a practice model of case management most suitable for those centers. Data was obtained by mail survey on mental health social workers working at community mental health centers. The analysis showed that ninety six percent of mental health social workers provided case management services and the average caseload was 58 clients per worker. Case management was the most frequent service carried out by the center staff while the least was vocational rehabilitation programs. For specific services case managers provided more assessment, telephone counseling, and linkage and coordination than any others, but advocacy and monitoring were the lowest in their list. Regarding the practice model, three types of models were developed; base/broker model, generalist/rehabilitation model, and specialist/clinical model. The generalist/rehabilitation model was suggested the best model for the community mental health centers in Korea. For this model to be adopted and widely utilized, first of all, the caseload must be downsized to, for example, 30 to 1. Case managers then need to be reeducated and retrained on a ongoing basis, and they should focus on the strengths of clients, while utilizing the informal support system around the clients and their families.
